West Virginia is always a good time, they've been getting lots of rain recently too. Depending on how long you're around in September you could be getting into Gauley season which is awesome.
Nantahala North Carolina. Good community, descent play wave near NOC outfitters, and good creeking all year long. Damn fed, so no worries about level. It is always cold though.
Also the Noilchucky is a another descent river to run. it runs through Poplar NC, through Erwin Tn. Alot of III's and a couple of IV's some good play spots along the way.

i have to agree with kelsey i live in WV and the rivers are great right now, you can throw a rock and find a class 3 or better to float. Beginning in september the gauley is the best in the east.
Yup, WV is a great place to be in August and September especially with Gauley season just around the corner, but if you want to paddle a creek, the Green Truss of the White Salmon in Oregon is pretty much always running.
